Want a License to Fly DRONES in INDIA?
Here’s a quick guide on how to apply for UIN on the DigitalSky Platform. We hope the information below helps the industry apply for the UIN seamlessly
This UIN is compulsary for flying drones in India
Part 1. Signup on DigitalSky
Create an account on the DigitalSky Platform. It is a good idea to start with a Remote Pilot Profile as it requires basic identification documents during the UIN Process and the process itself is quite simple for the same.
Part 2. Save your Business Identifier
The Business Identifier represents your profile on the DigitalSky Platform. You can save your Business Identifier by visiting the ‘Edit My Profile ‘ page from the dropdown menu in the top-right section of the navigation bar. The business identifier will be used by the Drone Manufacturer to allocate a Drone to your profile. Share this business identifier with the drone manufacturer.
Part 3. Apply for RPA Acquisition
Next, the user is required to complete the RPA Acquisition Process. You can start the process by visiting the ‘My Dashboard’ page from the dropdown menu in the top-right section of the navigation bar.
Complete the RPA Acquisition process by clicking on ‘Apply for Local RPA’ and follow the steps on the screen. Select the correct RPA Model, input the RPA count and the RPA Serial Number as shared by the manufacturer. In case you are acquiring more than 1 RPA, the DigitalSky Platform will ask for a range of serial numbers. Please see the reference image below:
Submit the details to go to step 2.
Upload the Security Clearance documents accordingly. If you are intending to apply on an Individual name/Remote Pilot Profile, please upload a merged PDF document containing self-attested copy(With your Name, Signature, Date and the words ‘For RPA Acquisition and UIN Process on DigitalSky’) of any 2 identity proofs out of Driving License, Aadhaar, Passport.
Verify the details on the next page and submit the application form. You will be able to track the status of the application on ‘My Dashboard’. After completing this process you are required to get your Security Clearance documents verified physically at the Regional DGCA Office in your city or DGCA HQ in New Delhi. The concerned official at DGCA HQ for the same as per DigitalSky Platform is Sh. Pramod Nagare – Assistant Director (Ops). He can be reached at email: pramod.dgca@nic.in.
After approval, your Application Status will turn green and the RPA will be added to your My RPAs section as shown in the image below:
Part 4. Pay fees on Bharat Kosh Website
The fees for UIN Application is Rs. 1000. Pay the requisite fees using the Quick Payment section of the BharatKosh website. Select the following options during the payment process:
Ministry/Department: 029 – Civil Aviation & Tourism
Purpose: Operation of Remotely Piloted Aircraft System Rule 15A
Payment Type: Issue of Unique Identification Number (UIN)
Make sure that you save your payment receipt. You will need to upload it on the DigitalSky Platform.
Part 5 :- Apply for UIN
The final step is to apply for UIN. Click on the RPA Image under the My RPAs section on your Dashboard. Then click on the ‘Apply for UIN’ button and upload the following documents:
Copy of Import Permission / Filled Proforma for local acquisition:
Upload a filled proforma as per Civil Aviation Requirements Series X Part I as given below:
Annexure-IA – For RPAs being imported. (Page 14 – 15)
Annexure-IB – For RPAs being purchased locally. (Page 16 – 17)
Copy of CIN Document:
Upload the RPAS Provisional acceptance letter as shared by manufacturer. In case you are applying for UIN on your organisation name, then upload your Company Incorporation Certificate or equivalent document for Partnership Firm/LLP etc.
Copy of GSTIN Document:
Upload a copy of your Tax Paid Invoice for the RPAS. Make sure that the invoice is priced at fair market value. Under invoicing or heavy discounting may lead troubles later on. In case you are applying for UIN on your organisation name, then upload the copy of your GST certificate.
Copy of PAN Card:
Upload a copy of your PAN Card.
Copy of Security Clearance:
Upload the same document as uploaded during Step 3 above.
Copy of Permission/license from WPC Wing, Department of Telecommunication for usage of licensed frequencies used in RPA. (as applicable)
Keep this section blank. This is only applicable if the RPAS is communicating using a licensed frequency.
Copy of ETA from WPC Wing, Department of Telecommunication for RPA operating in de-licensed frequency band(s) (as applicable)
Upload a copy of ETA as shared by the manufacturer.
Details of fees paid
Enter Rs. 1000 and upload the copy of your Bharat Kosh Payment Receipt
Submit the details to go to step 2.
Unique Device ID
If the drone manufacturer has registered a drone under your business identifier(Refer Step 2 above), then you will automatically see options in this dropdown menu. Select the correct Unique Device Id from the dropdown after consulting the manufacturer. If you cannot select anything in the dropdown or incase it is blank, ask your drone manufacturer to follow the ‘Become a Drone Manufacturer on DigitalSky Tutorial’ by DFI and register your drone.
Flight Manual / Operating Manual
Upload the pdf copy of the flight manual/operating manual as provided by the manufacturer.
Maintenance Manual
Upload the pdf copy of the maintenance manual as provided by the manufacturer.
Submit the details to go to step 3.
Review all the information on the Step 3 screen and submit the application. You will be able to track the status of the application by clicking on the RPA image under the ‘My RPAs’ section on the Dashboard. No further action is required. The concerned official at DGCA HQ for the same as per DigitalSky Platform is Sh. Vishav Raj Meena- Asst. Director (Airworthiness). He can be reached at email: vishavraj.dgca@nic.in.
After approval, your UIN Application Status will turn to ‘UIN_APPROVED’ as shown in the image below:
